Hello All - I am looking to develop web pages for smartphone web browsers. I am looking for some advice on what screen resolution I should design for? These phones have so many different screen resolutions.
I'm curious how these mobile web browsers handle HTML5 as well.

320 by 480 seems to be fairly common. I don't see any reason why mobile devices would pass at html5. But keep away from any flash content.

Consider using a redirect on the landing page to switch between sets of pages for the same site. This will be my approach to handle mobile viewers. Best view per screen size. I think I remember Eric saying he gives a choice to Mobile viewers to review the larger site.
To me there is too much compromise with responsive design and too many headaches. I know others have other opinions. Horses for courses.

Raj, have you looked at Coffee Cups's Web Image Studio?
Right now, you have to use WIS graphics in it (CC sells loads of neat graphics packs), or you can create your own icons with it. It's very easy to use. There's a free version available – give it a try
