is there anyway to use coffee cup to simulate includes so that i can test .shtml pages without actualy having to upload everything.

To simulate a server action, you would need something on your computer that can simulate a server or actually have a server with the correct software installed.

If you have a spare computer, you can install free server software that would be able to do most of what you want to test. Ubuntu server is free, and I am sure there are others.
