I have a template (see link below for screen shot) trying to get the link from the menu (Quick Links) on the left to open on the main page of the same page. Can someone please help with instructions on how to do this.

Would be a lot more helpful to actually see the site itself and be able to see the code instead of a screenshot that doesn't show us much. 
If you're talking about having the content of the site page show up where the rest of the site stays the same then you'd need to use php includes for that.

As I said, without seeing how the code is actually setup, it's hard to tell you exactly what to do. You're talking about tables and frames yet I don't see anything except a bunch of images pieced together and a ton of scripts. There's no way to be sure how to tell you since we cannot see the actual code of the site. What I'm seeing for your menu on the left is one huge image and nothing more. Do you have a link to the site as a functional site with all the links working etc.?

As Eric pointed out but didn't embellish on, you need to remove the target="_blank" from your link code. Check out http://www.w3schools.com/ for tutorials on HTML/5 and CSS2/3 to learn how links should be setup. The target attribute is used to tell the browser what to do with the link, and blank means open it in a new page.
