Is there a tool or program that will let a viewer update a certain page of a website?
Example-Bill, Bob and Tim each have a page on my site with their info, Bob wants to have access to his page to update, how do I give him access to only his page?

There is but not a Coffee Cup one at the moment. Its called CMS. If you do a search for CMS you should come up with some possibilities.

yes - you can locate each page in a different folder and supply ftp details to that folder only... you can usually set up new ftp users in your cpanel (if you have one) - or ask your host to help you...

although that assumes each person is capable of changing the code for their own page or has software on their pc that lets them edit... and ftp

if you want it edited "live on-site" then you'll need to install a CMS of some sort like janys and tassie say...
