Can someone point me to information on how to create a mouseover pop-up window.

Similar to the affect you get when using Google Images.

I want to put a thumbnail size pictue on the page than have a larger version of the same image pop-up when the mouse pointer is placed over it.

Here is one pure CSS method of accomplishing what I think you are looking for:

You can make adjustments in the CSS to tailor the display to your liking with regard to image size, image location, etc.
Since the "thumbnails" here are small display versions of the actual, full-size images, it's important that you optimize your images and keep file sizes small. Otherwise the initial loading time becomes excessive.
