Does anyone know if there is software I can use to say edit or "draw over" an avi I already have?
Like cover old text with new text or paint over something in the moving avi with either a different still photo?

The Gif Animator software will import .avi files. I believe it allows you to interact with and edit individual frames once you've imported it.
