I have yet to look at form builder -- I just downloaded another update on it and don't know if there is any CC software (or a combination of) that will allow me to do the following -- (In an easy wysiwyg format).

I need to have a page that will allow the user to modify a 7" by 7" area that has some predefined text in it.

They should be able to add their own graphic to this 7 by 7 square right below the text -- jpeg or png (already sized to fit with their editor) and also add an optional rectangle and maybe a few other shapes in the color of their choice.

After they have designed this on the screen and are happy with it, they will need to be able to save as a PDF and not only be able to save a copy for themselves but email or upload a copy to me.

Any tips on how I can get this done or some software that I should look at? Or a push in the right direction?

Your going to need significantly more than most of these apps offer. Probably some sort of Content Management System.
Here is one basic system but you will require more. You might inquire with their help. This site has been referred to in the Expression Web Forums from various moderators.
