How do I set up a custom error page?...
I know CC sells a program that helps create this but there must be a way to do it otherwise, right? I know I can design one, I just don't know how to make it show up instead of the standard error page.

It actually depends on your hosting provider and some other stuff.
With some of the cheaper providers the answer is you can't.
With other hosting solutions particularly your own server with full access it is very quick & easy.

If you are paying for hosting and they don't allow simple error page redirects using htaccess and they don't provide this functionality in their control panel, you should look around for a new host.

I still must say that you could have this accomplished in under 5 minutes with Website Access Manager.

My hosting is through 1&1.
1and1 does not impose restrictions on htaccess files. That's why I like them. Everything CoffeeCup programs produce will work on their Linux hosting.
