I will be starting from scratch on this site, so ANY help is valuable

I am trying to find a good High School Reunion template/extension. Would like to be able to:
1.REQUIRE users to register/login. With admin verifying initial registration
2.Allow users to input/edit their own data once registration is verified
3.Allow admin to post picture, update future events, etc.
4.Accept payments for events
5.Allow for surveys and questions
6.Allow admin reports for stuff like who is coming, who lives farthest, etc.

Do anyone know of such a template of where I can find help to build this?

Look up php scripts that can handle that. They are typically customizable.
