I am trying to change the color of the gutter that surrounds the active web page area, and I cannot find a setting. Is there a way to change this from the standard white?

Which programme are you using? There is a way to change the colour, but how depends on the programme.

Choose Settings - Background fill properties, the rest is self explanatory. You won't see the background colour until you preview the page, though.
