Well it turns out the whole things moving based on resolution had to do w/ the DIV wrapper for centering. There was some random /div in the codes that closed the wrapper before getting to the headers, pictures, etc. meaning they werent centered. So thats fixed. Still have the problems:
IE6 nav bar compat issue
Z-Index of Photo Gallery (overlaps expanding nav bar, even though Z-index:-1)
Z-Index of Headshot on About US page in IE (overlaps expanding nav bar but only in IE)

....and the Headshot issue, it turns out the IE TAB i was using to test IE8 compatibility was causing the issue but it renders fine in IE8. So the only problem is how to fix the IE6 thing. I tried using Flash menus and just copying the script code into the "menu.inc.php" but that didnt work, and id rather stick w/ CSS anyways.
