I apologize in advance for not knowing the correct term for the f/x in the link below but I'm seeing it a lot more now. I've taped some good green screen footage but I'm not sure if there's a coffee cup program that will allow to create something similar to this:

If you are needing to get rid of a green screen you need to couple CoffeeCup with something like Photoshop Premier, which is Photoshop's video editing software. Then you can place video on your site with CC's video software program.

Firestarter would be something to download the trial version. Not sure if it would run multiple videos, and enlarge on a Hotspot, but you could certainly try it. I have found it to be a nice little program and a good basic Flash generator. It is a lot less complicated than Flash, with not quite the power, but workable. Firestarter is more than adequate for any user without Flash and the experience.

I don't think you can incorporate a movie inside a movie with Firestarter. Firestarter is an easy to use tool to create flash animations using simple text and graphics. You would need that to get the effects that are incorporated in that example with video footage of people talking.

I checked Firestarter for incorporating a movie format, and it does not, so I stand corrected, sorry about that. Maybe this could be a good upgrade for the software.
