Cached pages - Can I stop them?

Is there a way to get rid of cached pages? I want people to go to my current site, which we revise at least monthly.
At first, when I was doing our website, I found that if I didn't revise a page, but deleted it from the latest upload, it would hang out there, often corrupted and distorted. So I started using the same page names, but revising those pages. For example, I used to use pages named like: First Place Winner Pistocchi. Now, I just use First Place Winner as the page name and replace the content every month. Sometimes, I go to my hosting provider and create page redirects for the previous month's winners.
I send out links to other websites that list contests like ours. Sometimes, if I check them, they'll still go back to a previous version and not the latest version of the page, even though I've kept the same name and just updated the content.
I'm pretty new to this, and very likely don't know even the basics about cached pages, redirects, how to name pages, etc. I might even be talking about two completely separate issues, but what I'm most concerned (and confused) about are cached pages.
I'm including some links so you can see what kind of pages I'm talking about, in case that helps.
http://www.righttogod.com/Rules.html (This page changes at least monthly, and I don't change the name, but sometimes, links from other sites still take people to the old page. It doesn't make sense to me.)
http://www.righttogod.com/AdultFirst.html (This page changes every 4-8 weeks, but I keep the name the same also.)

Its always good practice to replace your pages on your server with new updated ones for that very reason (though you should keep your page names the same). Is the cache problem on your end, if thats the case then you can just set your browser to delete your internet history when you log off from your browser. I would not worry too much about your users not seeing an updated page, that should not be a problem even if they have your website cached. However, if you are just changing the information on one page, then its always good to fully replace the old page every now and then.

If you Google "no cache html", you will find suggestions on how to prevent visitors from caching your page, for example by using this meta tag:
<META http-equiv="Pragma" content="no-cache">
