Buying a licence to be allowed to use...

For a website I'm building I was checking into using a 'Asian looking' font for headers. The font I'm interested in has to be bought (approx $12), and I sent off a question to the owner/developer If I could use it. The reply I got was that yes, but both I and the one I am building the site for had to buy a licence each!

Is that usual?? I have bought licenced fonts before but never have had to buy more than one licence.

I think the section entitled 'For Client Projects' in this web page may be relevant. It clearly implies that, for commercial projects, there is an expectation that the client would need a licence. That suggests that all font licence agreements may need careful examination, and that some web designers may inadvertently be breaching the terms of such agreements.
