My client wants me to build a form (using CC web form build 2) and add a link in that form which will open another web page in a new tab. Is this possible???

Yes you can do this, you'll need to edit the code to add it, but it's possible. I believe you just edit the HTML file that the form builder creates when you export it (if you're using it on your own server that is rather than S-Drive, not sure how it's done with S-Drive).
