Web Form Builder on Visual Site...

Every time I click the Form Builder button in the Visual Site builder I am prompted to download the program. I already own and installed both programs. What can I do to use this program from the Visual Site Designer?

That button is setup for the classic version. At the top of VSD click on "Settings" then "Configure left tool bar" then browse to your Form Builder icon.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.
