I am sure I am just missing something here...but is there a way for the using display rule to display the field IF another field (Radio or text) is not null? I am just trying to control when the fields a displayed to the user.

Yes you can do that. Take a look at the display rules on the properties tab near the bottom for each element and set the need condition. Your looking for the "Show Element:"
