My construction client wants a checklist form that is free standing - still email the results to an address but not be in a site.
Can WFB do that?

What do you mean by 'not be in a site'?
Is it just to be locally, on the client's own device? If so, there are web servers that can be installed locally, like WAMP, XAMP or so, but I have never tried using a form with them. And besides, I doubt it would work on a phone.
Does it have to be an actual form? Couldn't it just be a spread sheet with boxes to tick off?

He wants it to email to an address after submission. I figured it had to be in a browser - thr work around is simple enough, but it in his site with a concealed link.
