New install of From Builder on new laptop... I get a popup saying it needs to update the registry in admin mode. I am the only user and I have admin privileges and it won't let me do it... ??

Form Builder has never changed the way it requires access on the computer. Sounds like you are not actually an Admin user. Make sure you are in an Admin account and not a limited user with Admin access.

It has Administrator under my login name under users in control panel...

Tried to search for that registry entry to manually edit but couldn't find it.... (per instructions)

When all else fails, reinstall the application. This time it ran the patch and I rek, accepted me as administrator.
I may be verging on old fogeydom... but I really don't like Win 8.1. Win 10 better be more like XP is all I gotta say.
