I'll assume you're using the most recent version of Form Builder for your form and if that's the case then it's working as intended. The best thing you can do is to put a hint into the box to tell people to input numbers only and no dashes or spaces or punctuation of any kind.

The program was changed a bit ago to accommodate the issues that the missing dash in some phones and tablets were causing so it's not expecting only numbers for the phone fields.

You are welcome to script up your own using the Regular Expressions element, but doing it with no punctuation is a much simpler way to go.
