Can you have mixed options in the drop down when using the contact list checked?
example:

Council Officers:Council-Officers<officers@domain.com> (this is a multiple email list)
Council Membership:Council-Membership<councilmembership@domain.com> (this is a multiple email list)
Website Support:Website-Support<webmaster@domain.com> (this is just a single email user)

Having trouble in getting it to send to any of the option choices. It will send the notification email okay but it does not seem to be sending email to the addressee recipients(not even a single addressee recipient)!

Try removing those multi-email options. The form builder won't send an email to multiple email addresses under the contact list. This would have to be setup as a forwarder on your host.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

I have already setup <officers@domain.com> at another location with mutiple mailboxes for several officers.

You are saying that if I was to use this single address <officers@domain.com> the form would not function?

Why? The Address is from another location which i have tested and is functioning perfectly?

Even the single email address <webmaster@domain.com> will not send to the single recipient!!!

The form works at another location? Is that on a different host? I would make sure that host meets the min requirements for your form.

I just had the wrong idea behind the contact list.
I was assuming that when you set up the form drop downlist exactly as it is in the trouble shooting article that using sales:sale-department<sales@domain.com> (which is actually a single entity). I was thinking the contact form would go to all recipients (multiple recipients) in the sales-department.

Is it possible to select more than one option from the drop Down when "use as contact list" is checked?

Example: select two options from the drop-down box selections.

sales department:sales-department<sales@domain.com>
shipping department:shipping-department<shipping@domain.com>
quality department:quality-department<quality@domain.com>
service department:service-department<service@domain.com>

Selections a consumer would make from drop down box are in bold
