However, your comments did also get me thinking that maybe it would work with a display rule and a different price list.

You would show no prices until the users have chosen either snail mail or paperless option.
Depending on which one they chose you show the prices to reflect that.
Each element can have a condition applied to it. Their on the properties tab near the bottom.
