Sooo, I think I may have found out partially what might be some of my graphical issues with CC programs (and a couple other issues outside of CC programs). Grasping at straws here because I really don't want to reformat and go back to windows XP as I really like windows 7. I'm not positive this is the problem, but if anyone has any clue on this I'd surely appreciate any insight you might have.
I have updated my graphics driver and it's definitely showing the correct version is installed. I have made sure any and all security software is trusting said programs that are causing any issues. Most of the issues are latency issues, slowness of opening, slowness of running, slowness of activating whatever such as even just clicking a file in the tree of a program or windows itself, and graphical issues mostly black areas that usually signify one of 2 things, drivers not updated or mem leaks. I'm not sure which it is at this point, but here's what I just read on my graphics card site.
According th Nvidia, although my drivers are up to date, my card/driver does not at this time (not sure if it will in future and this stupid thing isn't even a year old lol), does not support DirectX 11. I have searched everywhere for a version 10 of DirectX that is compatible with Windows 7 and cannot find one, so I'm assuming it doesn't exist and so.....
Do I try to go back to DirectX 9c which doesn't look like it has very good compatibility with Windows 7 either, and my graphics driver claims it needs DirectX 11... I'm stumped here on what I can even do lol. Any takers on ideas here? And does this sound at all like what could be my issue even or am I just worried about this for nothing? lol ahhhhhh *pulls out her hair cuz she's sooooo sick of how slow windows 7 is running and everyone else claims it's so fast!*

Replace the graphics card before the operating system. Windows XP is outdated.

Yeah that's my main issue, I just got the stupid graphics card for my birthday in June. It's not old, in fact it's a very good card, just not sure what the stupid drivers are setup to do with this DirectX issue. Here's my card if it helps and some other info:

AMD Athlon 64 Processor (not dual core) 3200+, 2Ghz
3 gb Ram

The GPU may be under-powered. You can't run a high end GPU in a PC that has a low end PSU. What is the max power of the PSU? That card may need a minimum 400W-450W PSU. A Dell or Gateway stock PSU just isn't going to power a high end card. Even, if the PC boots and everything appears to be fine, anomalies and damage can occur.
I would replace the card or computer before reverting from Win7 to Win XP.

has a 750W brand new (replaced since it fried right after I got it lol) power supply so I'm assuming that should be good too.
Don't really have the option to replace either of them at the moment, so I'm hoping there's something I can do software wise or not quite so expensive hardware wise since there's a lot of cash tied up in the card and the psu which I got both at the same time in June.

Oh, yeah. A 750W PSU will power the space shuttle. 
Nice PSU and GPU, but the CPU is old, which leads me to believe the motherboard, bus, and ram are on the slower side. I never recommend upgrading much more than ram in an older PC. The cost/benefit ratio just isn't there when you can get a new faster PC for not a whole lot of money.

How about your processor not being dual?
Can't remember where, but I read an article about Win7 and processors and it said some known problems when not dual. I could be wrong, it might have been an article about gardening, just can't remember.....................

Yeah I know it's old, bout 5 years or so and it's due for an upgrade, but just not yet (one of them things where I have to talk to my hubby about it for about a year before he'll finally agree lol) so I guess I will have to either give in and format back to XP or live with it this way.... damn that sucks
