What does the Red X next to the topic mean?

Actually, there are a number of things about this bulletin board that I can't figure out. Did CoffeeCup create it? Or is it a third-party solution, like phpBB?

The red X indicates that a topic is closed. There are volunteers that clean up the message board, moving questions to the correct location and closing the topic in the old location.

The BB is a third party application. I think it is PunBB.
