A modal window is any type of window that is a child (secondary window) to a parent window and usurps the parent's control. It is commonly associated with an Internet Web site pop-up window that stays in front of the original window. A user may not press any controls or enter any information on the parent window (the original window which opened the modal) until the modal has been closed. A modal window is commonly used when the author wants to retain the user's focus on the information in the modal as it is impossible for the user to interact with the other windows of the same process.

So are you asking CC to make a program so you can easily change it like you DHTML navigation script? Basically the modal window is like (no flames, this is an example) using css but with priority and authorization properties and a redirect (sort of).
I can see where it is needed for some applications but I also checked and saw that if done on the main page, it drastically effects SEO results in a negitive way.
You could use the modal window for site access if membership is required and for terms of service and legal statement pages. With liabilities on the web these days, something to consider.

This is a script, maybe CC can offer it the DHTML script builder.

It seems you are using modal windows on CC's template pages. I want to add that to the design of my website. How is CC handling this?
