How about a flash website designer.
Something along the lines of
1. choose a website style
2. change colour
3. select a background colour and text colour.
4. select button style (with option to import buttons from menu builder)
5. write text and assign to a button. This should be saved as a txt file, and use html formatting etc, so its easy to update later. Select how text appears.
6. import pictures, and place on site Assign a behaviour to each image, or make into slide show.
7. Write web page heading, select font, and drag into place on website.
8. Have option to write more text such as a slogan etc.
9 save and publish .
I think that's it
