It, of course, depends on what it is you are thinking that V4 can do for you better/quicker/easier than v3.5,
there are some really cool nifty things going on with v4, that make designing sites that much easier (once they have the next version available with the performance issue fixed, and a couple of more cool thingies) it is a superb tool for any designer, experienced or otherwise.

However, if it is going to be just for updating some existing websites, then the advantages are not so great, and v3.5 can do that just as easily as v4
