Why does the RSD look like the attached picture but then it doesn't translate to the site? (See attached picture.) Why is the white background not showing up?
Also, the bottom section is supposed to only be 9 sections wide and it's showing up full width. Why?!

It looks like you added those styles to the breakpoint of 1183px. In RSD, move the Slider just a bit to the right and you will see those columns turn to blue. This is where you need first to add those styles.

Thanks Scott, I think I just figured that out right after I posted. Here's a question though, I wasn't able to add wider breakpoints until I zoomed out on my view. Is that normal? Or did I get zoomed in some how and didn't realize it?
I have a love/hate relationship with responsive layouts!
I moved a section up to the top and now my side bar (on the left) has gotten moved down. I'm sure it's an easy fix but I'm not getting it! I don't want the white section by Commitment to go all the way to the left.

Okay, I have the row divided into two columns but now I have a new problem. 
The Practice Areas & Commitment are in one row and the HTML holder and 3 column headlines are in the next row. There is now a gap after Commitment and before the 3 columns due to the practice area links. Is there someway to either combine the two rows or make it so there isn't that gap?

Oops, here's a shot of it.
What I suggest is you use a Subgrid for this instead Kristi. Add your menu to the first column and then in the second column add your heading and paragraph text and then a Subgrid under that. You then divide the Subgrid into three columns with a SPAN of 4 each. Sounds confusing at first, but is simple to setup.

So now a new "issue" has popped up. Because of the subgrid (which looks great), it doesn't look great at the smaller breakpoints. I can't have those columns like that for the mobile devices because it looks terrible. I need to get the columns to merge (or something) so that each paragraph/headline is the entire width of the page at the narrower breakpoints. I tried merging the subgrid columns at the breakpoint but that changed the entire project, at all breakpoints. Is there a way to change that? Or a work around?

What you need to do there is adjust the SPANS for all your columns. So for the column with the menu, switch that from a SPAN of 3 to a SPAN of 12. The Heading and paragraph adjust that from SPAN of 9 to SPAN of 12 and for the 3 Subgrid Columns, adjust the SPAN from 4 to a SPAN of 12.
