I have a form built with WFB on my test "contact" page and when it loads using Chrome the page jumps down to the to the form is rather than loading the page at the top like normal. This behavior is only with Chrome (FF and IE are fine).

That is actually a setting you enabled in Form Builder Joe. Edit your form and go into the Form Options Tab and turn the Autofocus off. Current you have it set to the Name field.
