V3 "upgrade" mentioned on Twitter?
anyone seen the Twitter post on the "upgrade" -- says the link
says it includes components -- those missing from the freebie we got?
in fact it's a pretty confusing re-hash of what's already on the site -- repeatedly referring to V2,
I know it's the earliest of days for this, but ...
anyone got some more info on this?

no one can say a freebie isn't good value for money; just as no one can say SD3 is going to be anywhere near as good value as RSDv2
It depends on how you define value for yourself. If you define "value" only by how many things you get for free, you miss the greatest value of the program. For me, I spent a few hours learning about CSS Grid so I understand it. Afterwards, the time that V3 saves over manual coding is a great value to me.

I would rather pay the CoffeeCup folks to work on their own products than have them convert (free) components from Bootstrap or Foundation.
