How do I control the duration of the transition, when the cursor hovers over a link?

I am assuming that some property, such as background-color, has been set for the hover state (Styles panel > Apply styles > In State) of the link.
Still in the Styles panel, one can go to Effects > Transitions > 'Apply to', and choose All Properties or Background Color from the drop-down menu. That section allows one to set the duration of the change.

Further to my last post, if the change was hoped to be only regarding the cursor, the cursor is not a transitionable/animatable property. This is explained here.
