Text link style proper procedure -...

So I am adding a text link to an existing project - can someone tell me if I am doing this correctly or in the order recommended?
    Drag the text element to the page where I want it.
    Type my link copy (actually I pasted it from a notepad copy of the link information)
    ADD a class - pportal-link
    Tweaked the type style to what I wanted Helvetica 400 normal, 23 points, black color.

Exported the site - and moved the CSS folder and HTML page over tot he server.

Now here is the weird part - live website looked OK on my computer that created the update - but the site text link is NOT formatted correctly when visiting from another computer (CSS issue?)

Does anyone have a "best practice" procedure for changing the text format of site info? I seem always to be struggling with this "should be a simple task".

Which part of the text link was not correctly formatted? The actual link, or the text styling?

The text styling - it should have been black and it looked like the "no style applied" blue it also looked like it was defaulting to 12 point instead of the 23 point of the style.

Finish and close the inline editor after you have created the link. Then do the styling in the 'normal' Styles pane, by selcting the Design tab, the font face, size and colour.

Thank you - then move ALL newly exported CSS files over to the live server? Or only the CSS file that changed - which would be ___ ?

If you have changed nothing else, only this link, I guess it will be enough if you upload the html file(s), on which you made change, and the main.css.

Thank you for the procedure to style my links and text - found that everything was where it needed to be and that my computer browser checking the site was relying on an old cache and that was the error I was seeing.
Looked again today and perfectly - perfect!
