I'm re-building a website (http://www.meevis.com/ttolbanner) in RSD Beta v1.5.

The grid has a border. In the beta version a scrollbar appears inside the "grid border".

When doing the same layout in RSD v1.2, the scrollbar is outside the webpage border.

How can I move the scrollbar outside of the web page grid border?

I too had this problem, and it was resolved, after raising a query in the Support Room, by making the grid full width and restricting the length of the rows instead. I didn't have a border on the grid, which made this easier for me. I guess that the rows could have borders to match what is currently on the grid, i.e.
top row: borders at sides and top;
bottom row: borders at sides an bottom;
other rows: borders at sides.
