I am also having the same preview issue on build 2044. It is pretty annoying. Any Advice?

Which preview are you using? The built in one or in a browser?

it seems if I place a copy of the document in the appsdata preview cache, the application preview works correctly, seems like a lot of work for a preview

I tried the same, added a pdf document in the Resources and linked to it with a text link. Preview in Ffx worked fine. It should work, really.

Edit: The path you have given is docs/filename.pdf. Are you sure the document is located in the docs subfolder? To me it looks like it is outside of it.

Under Resources you named the folder "Docs" with a capital D but for the link, you are referencing "docs" with a lower case d.
