How can I add a flash,swf, or fla type banner in RSD?
I saw this photo on CC website here and don't see the same thing when I open RSD to add the background image?
The button says Background Image.

Personally, I think you need to consider other options than Flash in any form. It's totally unusable to view in any kind of Apple mobile products and if you're going to bother with creating a responsive site, then you should probably bother to not limit it to only android and pc type devices. Just a suggestion.

The latest Firefox blocks Flash by default – even on PCs.
As for that image, I think it's an overview of what's available under the design settings.
For example, in RSD, select an image and look at the design options. There are tabs for borders, shadows and effects.
Just scroll down the design options for whatever element you select to see what's available.

Instead of flash what can I use for a animated banner?

Adobe doesn't support Flash for Androids, I had to download a browser called Puffin to see a Flash thing.
An expert at using the wrong tool the right way.
