Do you mean how to change the page name from Blank to something else? If so, click Manage Project and then double-click on the word Blank and your cursor will appear. It will then allow you to change the name.

What Scott posted is what you want. You just click on the manage project tab up top and double click any of your pages to change the page name. Whatever page you name index will be your sites 'starting page'.
