Tried installing site-designer-full-win-en-3.5-2939.exe twice, including as admin. Each time it stops and throws the Error copying file from packed archive.

Clicking Retry doesn't fix it, and clicking Ignore hangs the process at Installing VC++2015 runtime.

Ohh Kay. Maybe there is something gone wrong while the download. Download the Installiation-file once again and store it outside your download-folder. So you can be sure, that is the last version of download.
Then: Restart your PC, that´s important. Login as admin and start the installation once again. If you have an older version of SD on your compputer: throw it away before you start the installation of V3.5.

That did the trick, Uwe. It's up and running.
