While working my way through my first RSD project I added several Picture elements and now I'd like for those to be Picture Links. I want to be able to have a viewer click on the picture to get to the related page. Is it possible to do that without having to remove those Pictures and then make the Picture Links.

Sorry, but no. You will need re-add the Picture Link elements to your project for each image.
