I'm sure it's something stupid but I have a demo site here -

When I set it up I used text edit mode - clicked the pencil - entered the info under URL - set it to Blank (Target) and apply. The phone links work but these don't seem to open correctly.
Anybody have any ideas?

You need the http:// on those link's href.

I don't think an absolute URL is necessary. All the Demo links on my sharing site are just relative links, and they work fine opening a blank page. My demo index files are in separate folders, but not even that is important, I have tried moving one or two into the same folder as the main index file (changing the name, though), and that works too.

Off site links always need to be absolute.

Yes, of course. But the only link I could find with the target blank was to the contact page, and that wasn't off site.

I think most internal links should open in the same window. The only ones that might not would be links to documents or pages that have no menu or links on them. I think all off site links should open in a new tab or window. It's my opinion but I don't see any reason to let users navigate off your site to a different one and need to hit the back button who knows how many times.
