Yes it's a foundation bug. Apparently the swipe used to work on foundation 5.

Looks like there was a bug in the Foundation 6.5.3 foundation.min.js for the Orbit Swipe control. It appears to be fixed though in 6.6.3.

By the way Materialize, Bootstrap 4, Foundation and yes RCS all have swipe control.
I would say Materialize has the most responsive "flick", followed by Bootstrap 4, then Foundation 6 and then RCS.
(Both Foundation 6 and RCS take at least a 50% swipe of the screen to register a swipe)
Flickity slider seems to be very popular with the Bootstrap Sass Theme builders clubs and has a great responsive swipe !

Mega thanks to Twinstream. What you said about the bug in foundation being fixed got me thinking. I was in fact using 6.5.1 so that's why the swipe was not working on the orbit. I have upgraded to 6.6.1 with the zurb stack and all working now. Cheers.
