It looks like you are using a template. Do you have Shopping Cart Designer Pro? You will need that to adjust any placements. It may also be possible that the logo you are using is very large, consider shrinking it down before adding it.

Yea, I would first try re-sizing your logo. Then use scdp and adjust the width of the logo within the designer like below.
