We want to base the shipping and handling on the total sale (i.e. 0-$100 is x shipping/handling; $101-150 is y shipping, etc).
I have my breakdown all ready, but can't figure how to set up in the Shopping Cart Pro. That's what I was asking about.

At the present time, there is no way to do your shipping by the total of merchandize sold (dollar amount).
Hopefully in the next version. 3.9
Even better yet, if we are lucky, they will be putting in a shipping API to do it all automatically for us.

No ETA yet, however 3.9 will not have any API ties to shipping vendors.
