Hi Barbara. We should probably have this discussion in its own thread to get more views for help, but here's my thought.
If you enter the price as the weight for each item, you can use the weight-based shipping and make the ranges as you mentioned (0-25lbs = 4.95, 25-50lbs = 7.95, etc).

I must be dense tonight put I am not seeing clearly what you are saying when you suggest setting the item price as the weight. If I am following, the total weight of the order would be used to determine the shipping cost
for total orders 0 - 5.99, shipping is 3.00
for total orders 6.00 - 10.99 shipping is 5.00
for total orders over 11.00 shipping is 0.00 (free)
item 1 cost 5.00 so I set it's weight as 4.00
item 2 cost 6.00 so I set it's weight as 6.00
item 3 cost 7.00 so I set it's weight as 7.00
customer buys item 1 and item 2 so total cost is 10.00 (and weight is 10.00) so shipping would be 5.00
customer buys each item, total cost 17.00 so shipping = 0.00
Is this what you are suggesting?
