Or perhaps there isn't anyway to change the actual dimensions of the footer in Shopping Cart Designer Pro ?
I would like to make it larger height wise.
Any one know if this can be done or not and if yes, how?

Don't know if this will do exactly what you want, but try playing with the Footer Padding on the Advanced tab of Footer Properties. It seems to allow you to increase the height.

You may have to play with Link/Unlink Values button, or even the Footer Margins, depending upon what you're trying to achieve.
