I'm try to wrap my thinking around RML and I seem to understand that we are making a conditional CSS layout. What I don't understand is do we write the HTML first and add the RLM or at the same time or do the layout first. How do we know what ref form the HTML goes with RLM.
I've watched several vids but don't see where the HTML links in
I hope there's a simple explanation, as I'm confused

You create your layout with RLM first, save and export it. RLM makes the html for the layout for you.
Then you open the exported layout in the Editor to add contents.

As to Css, RLM also creates the css necessary for the layout, and you can tweak in in the Editor afterwards.

Ok, thanks.
so if I make a page with a banner then a box for an image for the body and a footer with links and save and export the RLM, is the editor in RLM or another HTML editor or even notepad?

Edit: does the editor have a highlighted marker as a fill in the blank like a place holder for Banner.jpg and body.jpg, and contact.??

The 'Editor' is just short for the HTML Editor, which is a separate programme.
There are no blank spaces, You need to locate the place for the elements you want to add. But it is not difficult since you van give the place holders descroptive names in order to find them.

In RLM, you place elements on pages. For example, one is the image element. In the properties for the image element, you can specify the URL such as: images/imagename.jpg. When you export from RLM, the image will already be there. You will need to edit other elements after export.

Regardless, the best thing you can do is start using RLM. The more you use it, the more you will understand.
