It IS a part of Button Builder already. CC's "Sizer & Breaker" are there in Button Builder for easily creating responsive buttons.

Why thank you Chef-Scott.. I must return to my Button Builder app and see where I went wrong 
I was told Button Builder is already auto-responsive as well Eric..

Here is a quick and dirty proof-of-concept as to what I think you are trying to accomplish.

Nothing fancy at all. There is a single breakpoint in the RLMP layout at 630px that rearranges the layout of the buttons. The buttons themselves have breakpoints set at 950px, 690px and 550px. You have to work with the breakpoints in both programs to get what you want.

I work on my spare time, school is very much in demand and requires more of my attention than I've planned for.
On a more sour note, my 50 inch Plasma TV blew out yesterday too and my concentration track has been thrown off.
Reality stinks.

Button builder doesn't re-size the buttons to be responsive, i've set the breaks in all positions. Unless i'm missing something? Adjusting the width manually, then setting breaks?

I just tried that Matt and it works fine for me here. Are you sure you setup your breakpoints in Button Builder?
