What's a good way to hand off RED...

Where I work, we craft enterprise-wide emails in RED using templates we've developed. This works very well. We all have copies of RED, and it works great cross-platform.

However, further down the organization, people want to be able to send emails that look like ours. So far, the only way I've found to do that is to output our templates to HTML and train end-users to copy/paste into Outlook, turn on the table guidelines, and customize from there.

That seems easy enough, but they find ways to mess it up. What approaches do the rest of you use? Because we don't have the bandwidth to set up emails for everyone. We need some sort of template we can hand off that's hard to break.
