Which version of RED did you have before upgrading?
I myself installed RED 4 on my win10 laptop (no old installation from before), and I have had no problems.
You could try to uninstall RED, reboot and then reinstall (maybe even re-download), and see how that goes. It might be an idea also to pause any anti virus software while downloading and installing (I didn't have to do that).
If you are not able to get RED working, submit a support ticket, giving as much info as possible about your system and what you have tried.
