I am (typically) confused,

I can have a custom layout for the notification email that is sent to the contact email of the notification tab in settings?

If that is the case I have an employment form that has to contain a lot of government copy (legal crap) in specific places in the email.

The form is extensive - Can RED for Business to this?

I think only you can determine if it will serve your needs as we don't know the requirements of the legal stuff.
If the data has to be in a specific location can it be responsive?
