It shows up whenever you start a new HTML page. Why is it there? What is it for? Why is it not mentioned in the documentation?

It's not a software thing it's an HTML thing and the HTML Editor adds it for you to save you a little typing. Google is your friend whenever you're not sure what something is just copy and paste it into the google search and it will find lots of info for you on it :)
